The fire and rescue service, nationally and internationally, has a multifaceted, enduring and perennial problem: On-call/volunteer fire engine availability, recruitment, retention and strategic workforce planning.

White papers, HMICFRS, the NFCC, and international case studies and literature all concur, fire and rescue services’ capacity, collectively and individually to conduct research and projects which helps them first fully understand and then address this perennial problem are stretched.
